Mandate:
The State Department for Public Investments and Assets Management is mandated to oversee and coordinate the Government’s public investments and asset portfolio, acting as custodian of national assets and properties. It formulates and enforces policies, laws, regulations and standards for public investment, asset-liability management, public procurement, and disposal of assets. The Department designs and maintains an integrated Public Investments Management Information System (PIMIS), develops tools for project appraisal, and provides strategic guidance on high-value assets and risk exposure. It also oversees public enterprises — driving reforms, facilitating restructuring or divestiture where needed — and manages Public-Private Partnership (PPP) frameworks. Through its oversight role, the Department consolidates and reports all government assets and liabilities, ensures prudent management of assets, enforces guidelines in collaboration with the relevant accounting standards body, and fosters transparency, accountability and efficiency in the governance of public investments and assets.
