Strategic Plan

The State Department for Public Investments and Assets Management is implementing the National Treasury Strategic Plan 2023-2027 which enables the Department undertake its constitutional mandate of  overseeing and coordinating the Government’s public investments and asset portfolio management.

The plan is aligned to the Kenya Vision 2030 and its fourth Medium Term Plan under the social sector pillar. At the core of the Strategic Plan is the Bottom-up Economic Transformation Agenda (BETA) for inclusive growth.

The State Department will play a crucial role to ensure achievement of aspiration and various interventions in the Kenya vision 2030, MTP IV and the BETA.

The Strategic Plan (2023-2027) has been anchored on the following  nine strategic goals:
1. Enhanced resource mobilization and robust financial sector;
2. Foster and maintain macroeconomic stability and accelerate economic growth;
3. Strengthen fiscal discipline and public spending efficiency;
4. Robust development and economic policy, legal and institutional frameworks for sustainable development;
5. Effective tracking of projects and programs for results and accountability;
6. Enhanced adoption of emerging trends in ICT for improved service delivery;
7. Strengthened bilateral and multilateral relations for socioeconomic development;
8. Integrated planning that incorporates environmental sustainability and crosscutting social issues; and
9. Enhanced institutional capacity, efficiency and effectiveness.


The Department has three Technical Directorates and one Administration Directorate that oversees the implementation of the Strategic Plan. These Directorates are:

  1. Public Investment and Portfolio Management;
  2. Public Private Partnerships;
  3. Public Procurement; and
  4. Administrative and Support Services

Through this Strategic Plan, the State Department commits to work towards the achievement of having coordinated public investments and asset portfolio management.
